Virginia Beach Surfing Rules and Regulations


These Rules are per the Virginia Beach Police Department's 2nd Precinct located at 820 Virginia Beach Blvd, the Virginia Beach EMS located at 1917 Arctic Ave, and the Virginia Beach Lifesaving Service at 1804 Arctic Ave. These rules and regulations are to be followed by kayak surfers and board surfers alike. As of right now there have been no reports of kaykers giving the Police, including the Marine Patrol, the EMS or the Virginia Beach Oceanfront Lifeguards any problems at all. Let's try and keep it this way!

Between Memorial Day and Labor Day, surfing is permitted during daylight hours at Little Island Park, Croatan Beach, Pendleton Beach and 5th street. During the off-season, surfing is permitted during daylight hours at most area beaches. It is unlawful for any person to surf without a leash joining the surfer to the board. (Should anyone ask, you may explain to them that surf specific and white water style surf crafts are connected craft to person by a spray skirt. Sit-on-top kayaks by use of thigh braces to connect themselves to their surf craft and waveskiers are connected to their surf craft by a safety seatbelt.)

It is unlawful to surf from 6:00am to 6:00pm starting the Friday before Memorial Day thru Labor Day except in the following areas:

- In City parks or areas and during times designated by the Director of Parks and Recreation.
- From sunrise to sunset from the southern boundary of Fort Story to the state line of North Carolina except 
     between Memorial Day weekend to Labor Day weekend during the hours from 10:00am to 4:00pm
     weekdays and from 10am and 6pm weekends and holidays.
- Surfing is permitted 300 feet north of 3rd St and 100 feet north of 5th St.
- Surfing is permitted 800 feet south of the Rudee Inlet and 500 feet north of the inlet between sunrise
     and sunset.
- Surfing is permitted 300 feet north and south of the pier located between 14th and 15th streets
- The City Manager can post any area "A Surfing Area" not to exceed 500 feet for periods of not more
     than 45 days.

The following regulations apply for all "No Surfing" designated areas year-round.

Croatan - Camp Pendleton to Rudee Inlet
   NO surfing between the hours of 11am to 4pm Everyday. Not including designated
   surfing areas.

Resort Beach - Rudee Inlet to 42nd Street
    NO surfing between the hours of 10am to 4pm weekdays and 10am to 6pm weekends &
    holidays. Not including designated surfing areas.

North End - 42nd Street to 56th Street, 58th Street to Fort Story
    Surfing permitted all day Monday - Thursday. No surfing between 11am - 4pm Friday Saturday
    Sunday.

Sandbridge - Little Island Park to North Sandbridge and North to Dam Neck
    Surfing permitted all day Monday-Thursday. No surfing between 11am-4pm Friday Saturday Sunday.
